    Interesting. Is this a result of budget cuts, lack of rising talent, or just this administration’s inefficiency at making appointments? I’ve heard that the State Department has cut their new hires by a significant portion due to the sequester, but I didn’t expect to see so many higher up positions open. Maybe it’s because governmental positions are less attractive now that there are so many higher paying private sector jobs?

    Partisan politics appear to be part of the problem mixed with a hyper-cautious Administration.
    The story isn’t that new but the chart helps to see the problem which is serious.
